Make sure you are on the Design and Administrate tab at the top of the page.
Scroll to Learners, then select "Create a learner".
Complete all the fields. Fields marked with a 1 are compulsory fields to be completed. You can leave it blank, but the first the learner logs in they will be required to complete the fields.
